Bill was born and raised in Creston, Iowa and graduated from Creston High School in 1967. He earned his A.A. Degree from Southwestern Community College in 1969 and his B.S. Degree in 1971 from Northwest Missouri State University.  He attended a Masters Program in Speech Communications at the University of Nebraska in Omaha from 1971-1973.  In 1973, he was admitted to Cumberland School of Law, Samford University in Birmingham, Alabama where he received his J.D. Degree in 1976.
